April 18, 2018A round table named “Presentation of the Shadow Report for Chapter 27” was held in Podgorica, organized by the NGO “North Land”.
Topics of the round table were presentation of the Shadow Report for Chapter 27, prepared by the Coalition 27, and the issue of waste management in Montenegro.
Jelena Marojević Galić, Secretary of the Coalition 27, Ivana Vojinović, Director General of the Directorate for Environment at the Ministry of Sustainable Development and Tourism, and Marinko Barjaktarović, Director of the NGO Northern Land, addressed the introductory remarks.
Secretary of Coalition Jelena Marojević Galić said that, in addition to Chapter 23 and 24, Chapter 27 is one of the most demanding and the most difficult for negotiations and harmonization with EU standards and legislation.
She noted that, although good legislative progress has been made, poor implementation of environmental policies and climate change suggests that these topics are still not a Government priority and that they are low on the list of political priorities.
“Despite a number of strategic and planning documents, systemic environmental management is lacking, with clearly defined goals, realized deadlines, interconnectedness of strategic and planning documents reflecting policies in this area and strong institutions with professional staff that can meet challenges ,” she said. Marojevic Galic.
In Coalition 27, she said, they are not satisfied with the dynamics of preparing the negotiating position and opening a chapter.
Ivana Vojinović underlined the fact that at a meeting of ministers of 28 EU member states responsible for the environment, held recently in Bulgaria, Montenegro received confirmation and encouragement for the process of environmental policy and climate change implementation, and therefore she is surprised by individual assessments, attitudes and criticisms contained in the Shadow Report.
Marija Stanišić, from the Center for Bird Protection and Study of Podgorica, and Miodrag Karadžić from the Society of Young Ecologists from Nikšić, presented some chapters of the Shadow Report.
The second part of the round table was devoted to the problems of waste management in Montenegro. Dragan Asanovic, Director of the Directorate for Waste Management and Communal Development at the Ministry of Sustainable Development and Tourism, presented the situation in the area of waste management, future activities and needs for harmonization with the EU, while Aleksandar Perovic, director of NGO “OZON” from Niksic, talked on the topic “Waste management from the perspective of the civil sector” .
Also, in this part of the round table, the Draft National Waste Management Platform was presented, which should be the basis for public and civil sector partnership in order to strengthen the environmental awareness of citizens, when this topic is about.
The round table was held within the project “Capacity Building for a better environment in Montenegro”, which North Land implemented in partnership with non-governmental organizations Green Home, the Center for Bird Protection and Study of Podgorica, the Association of Young Ecologists of Niksic and Green Action from Zagreb, Croatia, which is funded by the IPA 2014 Civil Society Facility Program Montenegro.
